California Governor Gavin Newsom signed Assembly Bill 665 into law, expanding the State’s authority to place children as young as twelve into residential shelters, foster care, or other state-funded housing without parental knowledge, consent, or any finding of abuse or neglect. By allowing counselors, interns, trainees, and other non-judicial actors to trigger a child’s separation from his or her parents, AB 665 shifts decision-making power away from families and toward bureaucratic discretion. Advocates for Faith & Freedom created this Opt-Out Notice to equip parents with a clear, practical way to assert their constitutional rights and to place schools and officials on formal notice that parental consent is required before any third party may assume care, custody, or decision-making authority over their child. This resource exists to help parents proactively safeguard their children and stand firmly in their God-given role as their first and primary protectors.

On June 27, 2025, the United States Supreme Court delivered a landmark decision affirming that parents have a constitutional right to shield their children from LGBTQ+ materials in public school classrooms when it conflicts with their sincerely held religious beliefs. This ruling in Mahmoud v. Taylor makes clear that the First Amendment protects the religious upbringing of children—even at school—and that schools must provide reasonable notice and opt-out options for concerned parents.
